In the presence of Hon’ble Chief Minister of Uttar Pradesh Shri Yogi Adityanath, Hon’ble Minister for Animal Husbandry and Dairy Development Shri Dharampal Singh, Principal Secretary Shri Amit Kumar Ghosh, Milk Commissioner Shri Rakesh Kumar Mishra, Chairman NDDB Shri Meenesh Shah, Managing Director PCDF Shri Vaibhav Srivastava and other prominent dignitaries, the Government of Uttar Pradesh, Regional Cooperative Dairy Federation (PCDF) and National Dairy Development Board (NDDB) have set a significant milestone by signing an MoU in the state capital Lucknow on June 25, 2025. Along with one cattle feed plant located in Ambedkarnagar, three dairy plants located in Kannauj, Gorakhpur and Kanpur have been handed over to NDDB on a ten-year lease. These plants are now being handed over to NDDB with a view to ensuring more efficient and sustainable operation. This strategic step is expected to benefit the livestock farmers of the respective regions by ensuring timely and transparent payment for milk, availability of high quality fodder for animals and fair price for sale of milk. In his address, the Honโble Chief Minister said that the objective of the State Government is to promote milk production as well as to increase the income of milk producers, create employment opportunities and improve the nutrition of livestock. This agreement will inject new energy into the rural economy of the State. He noted that the lives of farmers are also improving due to overall development. This MoU will strengthen the rural economy of Uttar Pradesh, increase employment opportunities and strengthen the milk value chain. The Honโble Chief Minister also said that under the visionary leadership of Honโble Prime Minister, NDDB is playing a positive role in significantly enhancing the prosperity and income of the dairy farmers. He lauded the efforts of NDDB in taking the dairy ecosystem forward and cited the example of eight milk producer organizations formed in collaboration with NDDB, including Balini in UP. Balini has now become the largest women-run milk producer organization in Bundelkhand, employing lakhs of women farmers and is making a significant contribution in making these women self-reliant. Under the guidance of NDDB, significant improvements have been made in Varanasi Milk Union since 2021. Currently, the milk unions are procuring 1 lakh litres of milk per day from 30,000 milk producers and are processing 2 lakh litres of milk per day by fully utilizing the capacity of the plant. A biogas model based on cow dung has been developed at the Milk Union to meet the energy requirements of the dairy plant, making it a model for the entire country. He urged PCDF and other Milk Unions of UP to learn from the Varanasi model and emulate its success. Speaking on the occasion, NDDB Chairman Dr. Meenesh Shah expressed gratitude and highlighted that due to the continuous guidance and visionary leadership of the Honโble Chief Minister, various farmer/pastoralist centric schemes are being implemented across the state, which are transforming agriculture and allied sectors. To give a huge boost to the dairy sector, Uttar Pradesh is going to play a key role in the nationwide implementation of White Revolution 2.0 in collaboration with various ministries of the Central Government and under the leadership of NDDB. Its focus is on empowering milk producers and strengthening cooperatives. NDDB and its subsidiary NDDB Dairy Services have collaborated with the state government to set up eight MPOs. These MPOs are currently collecting more than 18 lakh litres of milk per day from more than 5 lakh livestock members from 12,000 villages. Five of them have been set up under the State Rural Livelihood Mission, which has provided financial assistance for their establishment and operation. In addition, various central government schemes like Rashtriya Gokul Mission, NPDD, JICA project and Fodder FPO are also being implemented in collaboration with NDDB.
