Kanpur, Billaur Inter College Bilhaur Kanpur Nagar has been appointed as a guest subject expert in the government’s ambitious scheme Vocational Education Trade Teacher Training (NTT) since the session 2010-11. Since the session 2014-15, every year, the manager Prabhakar Srivastava has been creating obstacles in the admission of students of class 11 and 12 in Vocational Education Trade Teacher Training (NTT). Every year, the applicant has to give an application to the District Magistrate / Sub-District Magistrate / District School Inspector for the admission of students of class 11 and 12. On the orders of the District Magistrate / Sub-District Officer / District School Inspector, the students are admitted, but later the students are transferred to other classes by showing the fear of harassment. In the current new session 2025-26, not a single student has been admitted by the manager in Teacher Training (NTT) Class 11. The fee received from the students has been kept with him with the aim of usurping it. A complaint was made to the District School Inspector regarding this illegal recovery, but the District School Inspector did not take any action after conducting an investigation. On the Chief Minister’s Public Hearing Portal, the applicant had complained against the school manager Prabhakar Srivastava with reference number 15164240195035 dated 22.10.2024, reference number 12164250002025 dated 6.1.2025 and reference number 40016425030768 dated 14.05.2025, reference number 40016425041867 dated 4.7.2025 and Dr. Shailendra Dwivedi of Teachers’ Cell Kanpur Bundelkhand Region Bharatiya Janata Party with reference number 20016425011399, in relation to which the District School Inspector Kanpur Nagar has sought records from the manager. The investigation is in progress, after the investigation is complete, action will be taken on the basis of merits and demerits. By adding a remark, the complaint is closed/disposed without taking any action against the manager.
Under the Right to Education Act, there is a ban on taking any kind of fee from students of class 6, 7 and 8, but the manager Prabhakar Srivastava had complained about illegal collection to the District School Inspector and the District School Inspector conducted an investigation and the complaint was confirmed but no action was taken against the manager. For a permanent solution to the above complaints of the school, the applicant demanded several times from the District School Inspector to dissolve the corrupt manager and management committee and appoint a controller, but the District School Inspector is not dissolving the corrupt management committee and appointing a controller, for some unknown reason. On this assurance, the indefinite hunger strike of the applicant Shailendra Awasthi was ended by giving him juice by teacher MLA Chandel and Dr. Shailendra Dwivedi. Many teachers including District General Secretary of Uttar Pradesh Secondary Teachers Association Rahul Mishra, Ram Prakash Shukla, Gopal Sharan Singh Sengar, Nizamuddin, Satyendra Shukla, Chandradeep Yadav, Premchand Tripathi were present in the District Magistrate’s office on the indefinite hunger strike.
